The protocol has an implicit block time target of 15 seconds. However, this is not an enforced parameter and block times can fluctuate depending on network conditions.

Validators are called council members in the protocol.
Staking rewards is distributed in another token called GAS.
Only stakers who have staked with the top 21 validators will receive staking rewards.
Every epoch, the top 21 validators ranked by stake are selected as committee members. Of those, the top 7 validators are selected as consensus nodes.
Rewards come from newly issued tokens.
Fixed emissions of GAS. NEO token supply does not change. Every block, 5 GAS tokens gets issued. 40% goes to the delegators of the 7 consensus validators, 40% goes to the delegators of the 14 non-consensus validators, 10% goes to the 21 validators directly, and the remaining 10% goes to all NEO holders.
Factors that impact realized rewards.
GAS price. Since the reward is in a different currency, the price of GAS will affect realized rewards for stakers.
The protocol does not have any penalties or slashing.
